Proposed Oakey Solar Farm and BESS

SunBESS Energy Solutions, an Australian renewable energy developer, is proposing to develop and operate a solar farm and Battery Energy Storage System (BESS) at 410 Oakey Biddeston Road, Oakey, QLD.

The project will generate 60.1 MWdc of solar energy and deliver 200.6 MWh of battery storage, with a maximum grid export capacity of 65 MW, supporting a more reliable and affordable electricity supply across Queensland, while creating local jobs and contributing to long-term investment in the region.

About the proposal and how it will be
assessed

The proposed Oakey Solar Farm and BESS is a new project in the early stages of development. No application has been lodged yet - SunBESS Energy Solutions is currently preparing the technical studies and documentation needed to support a planning application, and is engaging with neighbours and the wider community as part of that process.

Under the Planning (Social Impact and Community Benefit) and Other Legislation Amendment Act 2025, large-scale solar and battery projects in Queensland are assessed and determined by the State Government rather than the local council. The application will be lodged with and decided by the Department of State Development, Infrastructure and Planning (DSDIP), and assessed against State Code 26 (Solar Farm development) and State Code 27 (Battery storage facility development). SunBESS is also required to prepare a Social Impact Assessment (SIA) and participate in the State’s Community Benefit System.

While Toowoomba Regional Council (TRC) is not the determining authority, it remains a key stakeholder - contributing local knowledge, helping shape mitigation measures, and partnering with SunBESS on a Community Benefit Agreement (CBA) for the region. Neighbours and the wider community will also have a formal opportunity to review the studies and provide feedback during the public notification process.

Why Oakey?

  • The site was chosen for its direct access to the existing Powerlink 110 kV high-voltage transmission line that crosses the property, avoiding the need for major new transmission infrastructure.

  • It is located within the Southern Queensland Renewable Energy Zone (REZ), a priority area for new renewable generation and storage.

  • The land is predominantly cleared, gently undulating cropping and grazing land, allowing the project to be built with minimal vegetation clearing and a 30-metre setback to all property boundaries.

Project Benefits

1

Our commitment to the community:

Renewable electricity from the sun is stored in the battery and used when demand is highest, supporting grid stability and reliability. The project connects into the existing Powerlink 110 kV transmission network via a ‘tee’ connection between the Tangkam and Middle Ridge substations, and any associated network works will help improve network resilience and capacity - enabling more efficient energy use, reducing energy waste and helping lower overall energy costs.

2

Sustainable land use:

The project intends to integrate managed sheep grazing on the site, allowing agricultural activity to continue alongside energy generation. An Agricultural Land Assessment confirms the footprint represents only around 0.01% of the equivalent high-quality agricultural land mapped across the Toowoomba local government area.

3

Local economic benefits:

Construction and operation of the project will create local employment opportunities. Engagement with local suppliers and contractors (where possible) will also support ongoing investment in the regional economy.

4

Lower emissions:

The project supports the transition away from fossil fuels by enabling greater use of renewable energy, and is expected to reduce greenhouse gas emissions over its operating life.

Community Benefits

SunBESS Energy Solutions will be required to enter into a Community Benefit Agreement (CBA) with Toowoomba Regional Council. A CBA is a legally binding agreement between SunBESS Energy Solutions and the Council that ensures the project (if approved) delivers tangible, place-based benefits for the local community.

SunBESS Energy Solutions is working with TRC to negotiate a CBA that is proportionate to the project and responsive to local needs. TRC has an adopted CBA Policy (Policy 2.90) and a mitigation template covering 31 impact categories, and the agreement will be informed by the SIA so benefits are targeted to the communities most affected.

Our commitment to the community

SunBESS Energy Solutions has engaged Wall Planning Group to undertake community and stakeholder engagement and to prepare the Social Impact Assessment for the project. Over the coming months, they will work closely with the community to establish a transparent and inclusive engagement process.

Community feedback is a priority for SunBESS Energy Solutions and central to the assessment process. As plans for the proposed Oakey Solar Farm and BESS progress, SunBESS Energy Solutions is committed to ongoing engagement with neighbours and the broader community through activities such as landowner engagement, project newsletters, an information session and a community survey.

The Planning Pathway

SunBESS Energy Solutions is seeking approval from the State Government’s Department of State Development, Infrastructure and Planning (DSDIP). The planning and environmental approvals process ensures that any potential impacts are identified, assessed, and then avoided, mitigated or managed to minimise impacts on the local community and environment. Assessments being prepared to support the application include:

• Visual and landscape assessment
• Environmental and biodiversity impacts
• Glint and glare
• Bushfire and hazard risk
• Social impact (SIA)
• Local traffic and transport
• Noise and agricultural land
• Stormwater and hydrology

These assessments will be available for the public to view as part of the public notification process.

We Are Here

Sun BESS Energy Solutions and Wall Planning Group are preparing the technical assessments and SIA, and are contacting the community providing information and seeking feedback on the proposal.

Late 2026, early 2027

Lodge the planning application with DSDIP. The community will be formally invited to provide feedback during the public notification process.

Mid 2027

A determination is expected within 6–9 months of lodgement with DSDIP.

2027

Subject to approvals, construction commences – expected to take approximately 12–18 months.
